President & Chief Executive Officer

Shelbey Arevalo is a Board-Certified Patient Advocate, dental billing expert, and the visionary founder of the National Dental Advocacy Program (NDAP), a 501(c)(3) nonprofit organization dedicated to helping patients navigate the dental healthcare system. With over 15 years in the dental industry—from chair-side assisting and management to revenue cycle optimization and insurance cross-coding—Shelbey brings unparalleled insight into both patient needs and provider challenges. She is also the CEO of Arevalo Elite Services, a dental billing and consulting business known for helping dental practices through systemization and education.

Inspired by her personal experience as a caregiver for her permanently disabled father, Shelbey’s mission is rooted in compassion, equity, and access. She holds certifications in Medical Billing, Coding, and Dental Sleep Apnea Billing and is affiliated with Greater National Advocates, American Dental Coders Association, American Association of Public Health Dentistry, American Mobile & Tele-dentistry Alliance, DeW, LeadingAge of California, CalNonprofits, and the National Association of Healthcare Advocacy Consultants.

Through NDAP and her consulting work, Shelbey continues to bridge the gap between patients and providers—one claim, conversation, and care plan at a time.

Steffany Folk

Board Member

Steffaney Folk is a CEO and dental operations expert that brings over 18 years of hands-on experience in dentistry, with a career dedicated to transforming the patient experience and supporting dental professionals behind the scenes.

She began her journey in 2005, gaining expertise in clinical assisting, office management, and insurance navigation. Her tenure at Delta Dental gave her firsthand insight into the insurance barriers patients face—insights that now drive her advocacy work.

With a background spanning general, pediatric, orthodontic, and surgical practices, Steffaney now runs her own dental consulting business, specializing in operational efficiency and insurance contract negotiation.

Her strategic vision and deep industry knowledge make her an invaluable asset to the National Dental Advocacy Program’s mission of equitable, accessible dental care for all.

Patrick Doppelmayr

Board Member

Patrick Doppelmayr, is a CFO with senior care expertise, that brings a lifelong connection to senior care and over 15 years of leadership experience in healthcare operations and finance.

Raised in the halls of his grandmother’s convalescent hospital in Grass Valley, CA, Patrick developed an early appreciation for the importance of compassionate elder care. His career path has taken him from landscaping and hospitality management to executive leadership in senior living communities.

As the former General Manager and co-owner of The Ridge Golf Course and Events Center, and now Chief Financial Officer at Platinum Living Services, Patrick oversees operations for multiple assisted and independent living facilities across California and Utah.

Licensed in both states as an RCFE Administrator, Patrick also serves as a hands-on Executive Director, supporting facilities as needed to ensure optimal care and compliance.

His diverse background and deep commitment to improving the quality of life for seniors make him an instrumental voice on the National Dental Advocacy Program Board.

Eileen Day

Eileen Day, is a CMO and brand marketing expert, that is a nationally recognized digital strategist, dental industry innovator, and the Founder of the DSO Vendor Insights Network (DVIN).

With decades of experience in digital transformation, marketing, and business development, Eileen has quickly become a leading voice in the dental space since entering the industry in 2022.

As a Fractional CMO and former CMO of a large dental partnership organization, she helps DSOs and vendors amplify their brand impact, streamline marketing strategies, and accelerate growth. Her work bridges the gap between dental providers and business partners, aligning perfectly with the National Dental Advocacy Program’s mission to empower patients through education, innovation, and access.

Ellie Foster-Williams

Treasurer & Secretary

Ellie Foster-Williams, a non-profit management expert, is a passionate small business consultant and former owner of Earth Central, an artisan boutique in Nevada City, California.

With over five years of experience in retail operations and vendor relations, Ellie brings a grounded, strategic mindset to her role as Secretary of the National Dental Advocacy Program.

Known for her attention to detail, clear communication, and commitment to community, Ellie plays a key role in supporting the organization’s daily operations and mission-driven initiatives.

Kristin Piper, DDS

Dr. Kristin Piper is a Founder and CEO, that is a seasoned dental and MedTech executive with more than 15 years of experience in clinical practice, M&A strategy, and post-acquisition operations.

As Founder and CEO of KD Piper Enterprises, she has successfully built, scaled, and transitioned multiple dental practices while leading initiatives in workforce education and operational excellence.

A Premium Dental Advisor with NamNR Pro – Global Dentists’ Pool, Dr. Piper bridges clinical insight with MedTech innovation, helping shape product development and regulatory readiness across global markets. Her leadership in integration strategy and digital transformation has driven measurable growth and alignment across dental organizations.

As a member of NDAP’s Board of Directors, Dr. Piper brings a strategic, systems-level perspective that supports the organization’s mission to improve transparency, access, and advocacy within the dental care landscape.

Morgan Kelley, MSW

Board Member

Morgan Kelley is a patient advocate that is a macro-practice social worker specializing in policy and research.

She currently works in the non-profit sector and also runs her own advocacy business, combining her professional expertise with her commitment to helping others.

With more than seven years in healthcare, Morgan has extensive experience in medical billing, coding, claims lifecycle, appeals, and care coordination.

Her vision is for individuals and communities to gain understanding of the healthcare system and feel empowered to advocate for themselves, leveraging knowledge and resources to their advantage.
